According to the revised Housing Law effective from January 1, 2025, social housing refers to housing built by the State or enterprises for sale, lease or lease-purchase for eligible policy groups.
Below are the key points you need to know about social housing registration, based on the Housing Law 2023 and issued decrees and circulars:
To buy or lease-purchase social housing, eligible applicants must meet the following conditions:
Housing Condition:
Must not own a home in the locality where the social housing project is developed.
Must not have previously bought, rented or lease-purchased social housing.
Must not have received any form of housing support in the same locality.
If already owning a house, the average area per person must be under 15m².
Residency Condition:
Must have permanent or long-term temporary residence in the locality where the project is located.
Income Condition:
For low-income earners in urban areas: income must not exceed the average income threshold set by law.
According to Article 76 of the Housing Law 2023, the following groups qualify:
People with meritorious service to the revolution and eligible relatives
Poor and near-poor households in rural areas
Poor and near-poor households in rural areas affected by climate change or natural disasters
Poor and near-poor households in urban areas
Low-income earners in urban areas
Industrial zone workers
Government officials, public servants
Armed forces personnel and public security forces
Students in universities, colleges and vocational schools
Families subject to land reclamation, house demolition
Step 1: Prepare the application
Application form (Form No. 01, Appendix II, Decree 100/2024/ND-CP)
National ID, household registration book or KT3 temporary residence certificate
Certificate of not owning a home or owning a substandard house
Income certificate issued by the workplace or local authority
Step 2: Submit the application
Submit at the Department of Construction of HCMC or Hanoi
Or directly at ongoing project locations
Step 3: Review and evaluation
The Department of Construction evaluates applications using a point-based system (family background, income, job duration...)
Accepted applicants are listed publicly on the official portal
Step 4: Sign the purchase contract
Sign the sale/lease-purchase contract with the developer
Make payments according to the progress schedule
